Job Context

The Project Manager provides strategic and technical leadership for the planning, implementation, and quality assurance of the IWASH project. The role ensures effective portfolio management, donor compliance, and team leadership while strengthening partnerships, advocacy engagement, and resource mobilization.

The role ensures effective delivery aligned with donor requirements, national priorities, and organizational standards, while strengthening partnerships, technical capacity, and advocacy positioning. This position combines strategic project leadership with strong operational oversight, including partner capacity building, team management, government coordination, resource mobilization, and knowledge generation to influence broader programme and sector outcomes.

Key Responsibilities:

Goal 1: Project Design, Technical Leadership & Donor Compliance

20%

Main Tasks:

  • Lead project design grounded in sectoral context (e.g., WASH, climate resilience, DRR) and donor guidance.
  • Develop annual plans, logframes, implementation frameworks, and budgets.
  • Ensure integration of climate adaptation, GESI, governance, and conflict sensitivity.
  • Translate donor requirements (technical, financial, visibility) into operational plans.
  • Ensure compliance with donor regulations and HELVETAS standards.
  • Provide technical oversight including water quality/testing, sector standards, or thematic expertise where relevant.

Goal 2: Implementation Oversight & Field-Level Management

20%

Main Tasks:

  • Lead overall project implementation ensuring quality, timeliness, and impact.
  • Monitor progress against outputs, indicators, and annual operational plans.
  • Take corrective actions based on performance and field realities.
  • Ensure mobilization of technical, financial, and logistical resources on time.
  • Maintain close coordination with local government institutions at district and sub-district (Upazila) levels as well as relevant stakeholders.

Goal 3: Partnership Management & Capacity Strengthening

Main Tasks:

  • Develop and manage partnerships with NGOs, government agencies, and private sector.
  • Ensure partners have agreements, AOPs, budgets, and required resources.
  • Review and approve partner plans and budgets, adapting to field needs.
  • Lead partner capacity building on donor compliance, technical standards, financial management, and monitoring systems.
  • Convene coordination meetings and strengthen collaboration mechanisms.
  • Ensure effective technical support and relationship management with partners.

Goal 4: Team Leadership & Human Resource Management

15%

Main Tasks:

  • Lead recruitment, onboarding, and retention aligned with HR policies.
  • Ensure staff orientation on organizational values, safeguarding, and compliance.
  • Conduct performance management (goal setting, reviews, coaching).
  • Develop staff capacity plans and career development pathways.
  • Support team planning (monthly/quarterly work plans) and monitor performance.
  • Ensure timely provision of operational support (finance, logistics, admin).

Goal 5: Budget Management & Compliance

15%

Main Tasks:

  • Ensure transparent financial planning, utilization, and reporting.
  • Monitor budget expenditure and forecasts.
  • Ensure compliance with donor and internal financial procedures.
  • Review and approve financial and narrative reports.
  • Maintain accountability and audit readiness.

Goal 6: Advocacy, Networking & Knowledge Management

10%

Main Tasks:

  • Identify advocacy priorities related to sector development (e.g., WASH, climate resilience).
  • Represent organization in clusters, networks, and national forums.
  • Engage in policy dialogue and sector influencing.
  • Strengthen relationships with government and sector actors.
  • Promote inclusion and voice of marginalized groups.

Goal 7: Learning, Documentation & Program Contribution

5%

Main Tasks:

  • Document lessons learned, innovations, and best practices.
  • Disseminate knowledge through workshops, reports, and conferences.
  • Integrate field learning into broader programme strategy (e.g., CCSD programme).
  • Contribute to research, knowledge products, and global learning initiatives.

Required qualifications, experiences and skills

B) Competence Profile

Academic qualifications

Mandatory:

  • Master’s/Bachelor in Public Health, Development Studies, Environmental Engineering, Environmental Science, Civil Engineering, Disaster Management,  or related subject.

Optional:

  • Sector-specific specialization (WASH, resilience, governance)

Further training or skills

Mandatory:

  • Programme management, donor compliance, partnership management.

Optional:

  • Advocacy, policy engagement, GESI integration, political economy analysis.

Professional experiences

Mandatory:

  • 6–10 years in project management with donor engagement. Minimum 3 years in team management. Proven experience in partner/consortium management.
  • Work experience in WASH project is highly recommended.

Optional:

  • Climate resilience, DRR, or environmental programming. Experience in capacity building and technical facilitation.

Leadership competencies

Mandatory:

Working Hours

8.5 hours per day including lunch break 30 minutes in between 8:00 AM to 5:00 PM.

Contract Tenure

Initially, we will offer a 12-month national employment contract, with the high possibility of extension based on performance.

Salary & Benefits

The monthly consolidated salary range is BDT  237,878 /- to 261,489 /- CTC, which may vary depending on experience and current remuneration.

In addition, this position will include other admissible benefits, such as Mobile Allowance, Provident Fund, Gratuity, Festival Bonus, Seniority Bonus, Medical Insurance with health and life coverage, 25 days of Annual leave, 15 days of Sick leave and excellent opportunities for professional development.

Travel

This position requires frequent travel to the project locations and direct engagement with project implementation.
