Job Context

The Social & Gender Consultant will be responsible for guiding, planning, and implementing all social development and gender-related interventions under the DPHE‑HELP Anticipatory project. The role includes designing awareness and social mobilization strategies, ensuring social safeguards, addressing gender issues, and enhancing community engagement. Strong expertise in community processes, gender integration, and M&E is essential for ensuring sustainable WASH service delivery in both host and Rohingya communities.

Key Responsibilities

Social Mobilization & Awareness

  • Develop and set guidelines for reviewing and designing awareness creation and social mobilization activities on WASH management.
  • Facilitate community meetings to address social issues, promote behavior change, and encourage inclusive participation.
  • Support LGIs, DPHE staff, and community groups to effectively implement social development activities.

Social Safeguards & Gender Integration

  • Develop mechanisms to address social safeguard frameworks, gender issues, grievance redress mechanisms (GRM), and disability rights within the project context.
  • Address GRC and GRM issues following HELP project guidelines.
  • Mainstream gender equality and inclusive practices across all project components and stakeholder groups.

Community & Stakeholder Coordination

  • Strengthen linkages among community members, LGIs, DPHE officials, entrepreneurs, host communities, Rohingya communities, and other stakeholders to ensure optimal utilization of WASH facilities.
  • Provide technical guidance to community groups and support equitable access to WASH services.

Monitoring, Evaluation & Reporting

  • Develop and implement robust M&E tools for tracking community engagement, gender outcomes, and social mobilization activities.
  • Conduct extensive M&E activities to monitor progress, identify gaps, and recommend improvements.
  • Contribute to progress monitoring and support the development of strategies toward achieving the Project Development Objectives (PDOs).
  • Prepare high-quality community mobilization and M&E reports in both Bengali and English as required by the Project Authority or donor.

Additional Responsibilities

  • Perform any other relevant tasks required to ensure sustainable and effective delivery of planned project activities.
  • Provide technical support to the Team Leader and project management team as needed.

Required qualifications, experiences and skills

Educational Requirements

  • Master’s degree in Social Science, Sociology, Economics, Gender Studies, Anthropology, Social Welfare, or a related field.

Experience Requirements

  • At least 5 years of experience in community development and social mobilization in rural or semi‑urban areas.
  • Proven experience in community need assessments, organizing community groups, conducting FGDs, rapid appraisals, and mobilization activities—especially related to water supply and sanitation.
  • Experience in the design, monitoring, and evaluation of gender-focused projects (preferred).
  • Experience in digital M&E systems will be considered an added advantage.
  • Ability to lead formulation, implementation, monitoring, and evaluation of social and gender interventions.

Required Skills & Competencies

  • Strong understanding of gender equity, social safeguards, and community-based development principles.
  • Excellent facilitation and community engagement skills.
  • Proficiency in preparing mobilization tools, guidelines, and high-quality reports in both English and Bengali.
  • Strong communication, coordination, and problem-solving skills.
  • Ability to work independently and in a multidisciplinary team.
  • Commitment to fieldwork and engagement with diverse and vulnerable communities.

Working Hours

8.5 hours per day including lunch break 30 minutes in between 8:00 AM to 5:00 PM.

Contract Tenure

March 2026 – April 2027

Salary & Benefits

Consolidated payment BDT. 100,000/- per month

Travel

Extensive field travel is required in Project Areas / DPHE Office – All subdistrict of Cox’s Bazar and 2 Sub-district oif Noakhali district.
