Job Context

We are looking for an IEC, BCC Materials Development and Training Consultant for an anticipatory action project under the DPHE-HELP initiative. The Department of Public Health Engineering (DPHE), with support from development partners, is implementing the HELP Project focused on improving WASH services, community behaviour change, and strengthening institutional capacity. Effective IEC (Information, Education and Communication) and BCC (Behaviour Change Communication) materials are essential for promoting safe WASH practices across host communities and Rohingya camps. The Consultant will lead the design, contextualization, field‑testing, and rollout of IEC/BCC materials and training programs that support behaviour change in WASH practices, community mobilization, and service uptake in target areas.

Key Responsibilities

IEC & BCC Materials Development

  • Develop culturally appropriate, gender‑ and age‑sensitive IEC and BCC materials (posters, flipcharts, audio‑visual content, job aids, community session tools).
  • Contextualize messages to the Rohingya and host community environment, aligning with national WASH standards.
  • Pilot and field‑test materials with communities, ensuring clarity and usability.
  • Coordinate with DPHE, partners, and technical working groups to finalize materials.

Training & Capacity Building

  • Design and deliver training modules for DPHE staff, local government institutions (LGIs), community health workers, and volunteers.
  • Conduct Training of Trainers (ToT) sessions at national, district, and field levels.
  • Ensure training content reflects updated WASH behaviour change strategies.

Community Mobilization Support

  • Guide partner organizations on community engagement methodologies.
  • Support facilitation of group sessions (mothers’ groups, youth groups, community WASH committees).
  • Strengthen community feedback systems to improve communication approaches.

Coordination & Reporting

  • Work closely with PMU/HELP, Caritas, Mukti, and other stakeholders for harmonized communication efforts.
  • Prepare progress reports, field visit reports, training summaries, and documentation of best practices.
  • Maintain close coordination with DPHE central and field officials.

Required qualifications, experiences and skills

Education

  • Bachelor’s or Master’s degree in Communication, Social Science, Public Health, Development Studies, or related field.

Experience

  • Minimum 5 years’ experience in communication, training, or community development roles.
  • At least 4 years of experience in the WASH sector.
  • Proven capacity in developing and contextualizing IEC/BCC materials for community‑based or infrastructure‑linked programs.
  • Demonstrated experience in facilitating workshops/trainings at national and grassroots levels.

Skills & Competencies

  • Strong knowledge of behaviour change communication methodologies.
  • Excellent verbal and written communication skills in Bangla and English.
  • Experience working in multi‑stakeholder, humanitarian, or development environments.
  • Sensitivity to gender, age, disability, and cultural diversity.
  • Strong coordination, planning, and reporting skills.

Working Hours

8.5 hours per day including lunch break 30 minutes in between 8:00 AM to 5:00 PM.

Contract Tenure

March 2026 – April 2027

Salary & Benefits

Consolidated payment BDT. 100,000/- per month

Travel

Extensive field travel is required in Project Areas / DPHE Office – All subdistrict of Cox’s Bazar and 2 Sub-district oif Noakhali district.
