Job Context

We are looking for an ICT‑based M&E Consultant for an anticipatory action project under the DPHE-HELP initiative.

The ICT‑based M&E Consultant will be responsible for developing, maintaining, and strengthening the project’s monitoring and evaluation systems through ICT-enabled tools. The consultant will design digital M&E mechanisms, support data management, ensure functioning of the HELP monitoring dashboard, and provide training to project users for effective data reporting and decision-making. This role requires strong technical and analytical skills with proven experience in IT-based M&E systems.

Key Responsibilities

Development of ICT‑based M&E System

  • Develop an effective M&E system (IT-based) including relevant indicators in consultation with project officials and consultants.
  • Create appropriate monitoring tools and templates for tracking project activities at various levels (Piped Water Supply, Non-piped systems, Sanitation, etc.).

Data Collection & Reporting

  • Establish a functioning M&E data collection routine with relevant entities and field personnel.
  • Compile and integrate collected data into the Excel-based M&E system.
  • Prepare monthly and quarterly reports following DPHE–World Bank approved formats.
  • Ensure project data is accurate and made available to stakeholders and, where applicable, to the public.

Monitoring Tools & Work Plan Development

  • Develop an in‑house M&E work plan for all project components.
  • Implement M&E activities in accordance with the approved implementation plan.

Database Management & System Maintenance

  • Ensure proper functioning of the existing HELP Monitoring Dashboard, including validation of data accuracy submitted by end users.
  • Troubleshoot database-related issues and coordinate system updates as needed.
  • Ensure timely data entry, system upgrades, and overall database integrity.

Capacity Building & Technical Support

  • Provide need‑based development and troubleshooting support to different categories of system users.
  • Conduct training sessions for DPHE staff, LGIs, consultants, and other stakeholders on digital data entry, dashboard usage, and M&E procedures.

Additional Responsibilities

  • Undertake any other tasks as deemed reasonable to improve the efficiency and sustainability of the ICT‑based M&E system.
  • Support project management in data-driven decision making.

Required qualifications, experiences and skills

Educational Requirements

  • Minimum Master’s degree in Social Science, Sociology, Economics, or a related discipline.
  • ICT degrees will be an advantages. 

Experience Requirements

  • Minimum 5 years of progressive experience in Monitoring & Evaluation with IT/software-based systems in government, public, or NGO sector projects.
  • Professional certification in Information Technology (IT) is required.
  • Strong understanding of project management principles.
  • Proven experience in data management, digital M&E, dashboard systems, and Excel-based reporting tools.

Skills and Competencies

  • Strong skills in IT-based data systems, dashboards, and digital reporting.
  • Proficiency in MS Excel, databases, and digital data visualization tools.
  • Strong analytical and problem-solving skills.
  • Ability to design user-friendly M&E tools and templates.
  • Excellent communication and training skills for diverse groups of stakeholders.
  • High attention to detail and commitment to data accuracy.
  • Ability to work independently and meet deadlines.

Working Hours

8.5 hours per day including lunch break 30 minutes in between 8:00 AM to 5:00 PM.

Contract Tenure

March 2026 – April 2027

Salary & Benefits

Consolidated payment BDT. 100,000/- per month

Travel

Extensive field travel is required in Project Areas / DPHE Office – All subdistrict of Cox’s Bazar and 2 Sub-district oif Noakhali district.
