Job Context

The Government Liaison Officer is responsible for ensuring that the organization complies with all Government of Bangladesh (GoB) regulations and procedures for INGO operations. The role builds and maintains strong relationships with relevant ministries, NGOAB, RRRC, CiC, DC/UNO offices, NBR, and security agencies, while facilitating approvals, visas, work permits, and project clearances for smooth programme implementation across the country.

Key Responsibilities

The key responsibilities for this role may include the following but are not limited to:

Government Relations & Compliance

  • Build and maintain strong relationships with NGOAB, ministries, RRRC, CiC, DC/UNO, NBR, and security agencies.
  • Ensure organizational compliance with GoB regulations, including timely approvals and renewals.
  • Represent the organization in Government and inter-agency coordination forums.

Documentation & Approvals

  • Prepare, submit, and follow up on FD-6, FD-7, FD-9, FC-1/2, audit reports, and annual reports.
  • Coordinate with project teams to collect and submit implementation certificates from local administration.
  • Draft official letters, reports, and responses requested by Government authorities.

Expatriate Support & Security Clearance

  • Facilitate visas, work permits, NOCs, and security clearances for expatriates.
  • Liaise with Immigration, SB, NSI, and DGFI to ensure compliance with requirements.
  • Keep expatriates informed on GoB rules and security obligations.

Financial & Administrative Compliance Support

  • Support Finance with tax, VAT, and AIT submissions and liaise with NBR.
  • Provide orientation and coaching to staff on NGOAB rules and compliance requirements.
  • Support Administration & HR teams with compliance-related logistics when required.

Reporting & Advisory Role

  • Provide updates on compliance status and regulatory changes to management and teams.
  • Contribute to risk management by identifying potential compliance issues early.
  • Perform other tasks delegated by the Deputy Country Director.

Required qualifications, experiences and skills

Education:

  • Master’s degree in Public Administration, Business Administration, Social Science, or related field.

Experience:

  • Minimum 5 years’ experience in government liaison, compliance, or administrative roles with INGOs/NGOs.
  • Strong knowledge of NGOAB regulations, expatriate visa/work permit processes, and NBR rules.
  • Proven ability to build effective relationships with Government stakeholders.
  • Experience in humanitarian or emergency response programmes (desirable).

Skills:

  • Proficiency in MS Office applications (Excel, Word, PowerPoint) with typing expertise in Bijoy Bangla Keyboard.

Reportable To

Deputy Country Director with Matrix line to Head of Finance, Head of P&C and Administration

Workstation

Dhaka, with frequent travel to Cox’s Bazar and field offices

Working Hours

8.5 hours per day including lunch break 30 minutes in between 8:00 AM to 5:00 PM.

Contract Tenure

A national employment contract up to up to 31 March 2027 with a high possibility of extension based on performance and fund availability.

Salary & Benefits

We will offer a monthly consolidated salary in the range of BDT 128,750 – 160,491/-  CTC (may vary based on experience and current remuneration), along with other admissible benefits, such as Mobile Allowance, Provident Fund, Gratuity, Festival Bonus, Seniority Bonus, Medical Insurance with health and life coverage, Annual leave of 25 days, Sick leave of 15 days and excellent opportunities for professional development.

Travel

This position requires frequent travel (30%) to the project locations and direct engagement with project implementation.
