Job Context

The Senior Project Officer ensures effective implementation of the ENABLE project in line with approved plans, donor requirements (SIDA & HSI), and organizational standards. The role supports CSO networks and local community-based organizations (CBOs) to strengthen capacity, engages with local authorities, rollout of grant mechanisms, reporting and promotes multi-stakeholder coordination to achieve the milestone of the project.

Key Responsibilities

The key responsibilities for this role may include the following but are not limited to:

Project Implementation & Field Coordination

  • Support implementation of ENABLE project activities according to approved work plans, budgets, and timelines.
  • Coordinate with field teams, CSOs, and their networks to ensure smooth delivery of interventions.
  • Support the planning, selection and management of grant schemes for CSOs and their networks in line with agreed standards protocol.
  • Provide regular field updates to the Project Manager, highlighting risks, delays, and operational challenges with proposed mitigation measures.
  • Facilitate CSOs’ participation in joint community-led initiatives on environment, governance, climate change and advocacy.

Partner Coordination & Capacity Building

  • Support organizational capacity strengthening of CSOs and their networks to enhance technical, organizational, financial and governance competencies.
  • Provide guidance, coaching, and on-the-job support to CSO and their networks for effective planning and implementation of grant scheme.
  • Support development and execution of partner capacity building plans, including training, mentoring, and learning sessions.
  • Promote collaboration between CSOs, communities, and local authorities to ensure inclusive planning, budgeting and implementation.
  • Conduct regular context analysis and power mapping for execution of advocacy actions on climate justice.

Monitoring, Documentation & Reporting

  • Support routine monitoring, field observation, and data collection to track project progress.
  • Coordinate with MEAL teams to ensure proper application of monitoring tools and maintenance of data quality.
  • Prepare activity reports, monthly progress, and documentation reflecting CSO engagement and influence on local policy.
  • Ensure proper filing of project records, attendance sheets, meeting minutes, and field reports.
  • Facilitate and support the financial record keeping, tracking and reporting in timely manner.

Local Advocacy, Networking & Coordination

  • Support CSOs in engaging with local administration, elected bodies, community leaders, and coordination forums.
  • Facilitate CSO participation in policy dialogues and multi-stakeholder platforms to influence local decision-making and scale-up evidence-based advocacy at national level.
  • Strengthening linkages between communities, service providers, networks/platforms, and duty bearers to support sustainable outcomes.
  • Support advocacy initiatives and develop project-specific CSO-led advocacy strategy in line with project objectives and organizational strategy.

Compliance, Safeguarding & Other Responsibilities

  • Ensure adherence to organizational policies, safeguarding standards, and Code of Conduct.
  • Support financial and administrative compliance through timely documentation.
  • Contribute to risk management by identifying operational, community, and partner-related risks.
  • Perform other duties assigned by the Project Manager and country management.

Required qualifications, experiences and skills

Education:

  • Master’s degree in Social Science, Development Studies, Public Administration, Laws or related fields.

Experience:

  • Minimum 4 years’ experience in project implementation and field coordination with NGOs/INGOs.
  • Experience in partner capacity building and supporting CSO networks.
  • Strong understanding of community-based programming, monitoring, and reporting.
  • Experience in working with local government institutions, especially in coastal regions, is desirable. 
  • Ability to ride Motorcycle with valid driving license will add advantage.

Skills:

  • Fluent in English both written and spoken.
  • Highly diplomatic with strong oral and written communication skills.
  • Demonstrate high-level technical, analytical, and interpersonal skills.
  • Experience in strategic project planning, design and implementation.
  • Experience in coaching and capacity building of staff and partners.
  • Good command of MS Office applications (Excel, Word, PowerPoint) and other project management tools.
  • Strong skills in networking, advocacy, communication, collaboration and donor liaison.
  • Ability to work in complex, sensitive, and high-pressure environments and complete deliverables on time.

Reportable To

Workstation

Khulna & Bagerhat (Any Sub-district)

Working Hours

8.5 hours per day including lunch break 30 minutes in between 8:00 AM to 5:00 PM.

Contract Tenure

A national employment contract up to up to 31 December 2028 with a high possibility of extension based on performance and fund availability.

Salary & Benefits

We will offer a monthly consolidated salary in the range of BDT 156,885 – 172,295/- CTC (may vary based on experience and current remuneration), along with other admissible benefits, such as Mobile Allowance, Provident Fund, Gratuity, Festival Bonus, Seniority Bonus, Medical Insurance with health and life coverage, Annual leave of 25 days, Sick leave of 15 days and excellent opportunities for professional development.

Travel

This position requires frequent travel (75%) to the project locations and direct engagement with project implementation.
